Enhancing NDC implementation through Forests, Land and Nature

Case Studies from Colombia, Dominica, Kenya, and Viet Nam 

At the UN Secretary-General’s Climate Action Summit in 2019, UNDP pledged to support at least 100 countries to enhance their Nationally Determined Contributions (NDCs). This pledge turned into the UNDP’s Climate Promise, which in four years, scaled up support to 120 countries, representing 80% of all developing countries worldwide, and became the world’s largest source of support on NDC enhancement and implementation.

Through Phase 1 ‘raising ambition’, 90 countries submitted their NDCs, 85% of which raised mitigation ambition and over 95% raised adaptation ambition. A significant number of Climate Promise countries recognized nature-based-solutions (NBS), and specifically the role of forests, land, and nature, as an efficient way to tackle climate change with significant co-benefits for human well-being and biodiversity. 

Over 50 Climate Promise countries explicitly requested Agriculture, Forestry, and other Land Uses (AFOLU)-related support, with a primary focus on forests and often to help to meet the requirements for the quantification, monitoring, reporting and verification of greenhouse gas emission reductions from REDD+ (Reducing Emissions from Deforestation and Forest Degradation) activities.  

Phase 2 of the Climate Promise focused on helping countries move from pledge to impact. UNDP, together with partners, scaled up support to over 120 countries on NDC revision and implementation processes, with 10 countries (Cambodia, Colombia, Cote d’Ivoire Dominica, Ecuador, Indonesia, Kenya, Liberia, Republic of the Congo, and Viet Nam) receiving direct support from the United Kingdom’s Department of Environment, Food and Rural Affairs (UK-DEFRA) to advance implementation in the Forest, Land and Nature (FLN) sector, supporting developing countries to increase commitments to nature and nature-based solutions in NDCs as a means to cut emissions and adapt to climate change. 

In 2023, in response to calls from Indigenous Peoples (IP) and local communities (LC) to deliver funds directly to Indigenous communities and organizations to demonstrate contributions and leadership on climate and nature action, UNDP delivered 21 grants in three countries: Colombia, Ecuador, and Kenya. These grants leveraged community-centered actions to enable the implementation of countries' nationally determined contributions (NDC), through adaptation and mitigation activities including reforestation, micro and small enterprise development for sustainable livelihoods, improving resource management for community forests and joint activities that bring together the community.  

These case studies feature early results from enhanced NDC implementation through FLN in Colombia, Dominica, Kenya and Viet Nam, highlighting the critical role of Indigenous Peoples, local communities, and women in advancing locally-led solutions benefiting the climate, nature and sustainable livelihoods.
